Dr. Corley probably came to the Pre-Bid meeting out-of-sorts, and <br />was worried that we had not been successful at having another <br />contractor satisfy his concerns in the West Pit. <br />The introduction at the Corley Ranch gate went without incident. <br />The contractors signed the Attendance lists and Dr. Corley talked <br />with Phil Kessler and his co-workers. <br />We drove on the Tipple Access Road to a point east of the Orphan <br />Pit. I walked the contractors over the site, and discussed the <br />safety issues associated with the underground fire and the fact <br />that we wanted to minimize the disturbance at the site. Dr. Corley <br />anecdotically emphasized the dangers of working above the fire. An <br />operator asked about the feasibility of returning to the site <br />during the next week to confirm yardages. Dr. Corley indicated <br />that he was unwilling to have anyone on the property due to <br />liability concerns. <br />A man with the Colorado School of Mines came over to ask some <br />questions about the work area. In responding to his concerns, I <br />got behind the contractors returning to their trucks. Dr. Corley <br />was waiting for me when I joined the end of the group. "What about <br />that large tire?", he asked. I indicated that it was not within <br />the scope of work as described on the bid document. "It's G.E.C.'s <br />tire," he responded. I reminded him that he had reviewed the bid <br />document and had an opportunity to comment on it. We had <br />accommodated a number of his concerns already, as long as we could <br />be sure that the work was attributable to G.E.C. <br />I didn't know if it was G.E.C.'s tire. It was adjacent to the <br />Double Dick Mine shop. I also knew that if he had reason to <br />believe that I would pursue any housekeeping request that he made, <br />that the job would quickly expand beyond the scope of the original <br />project. In addition, it appeared that he had conveniently <br />forgotten that we were only going to perform reclamation on G.E.C.- <br />related disturbance. <br />I returned to my truck, where Tom was seated. We told Dr. Corley <br />that it was inappropriate to modify the scope of work during the <br />Pre-Bid meeting. We told him that we wanted to get on with the <br />meeting, as there were fifteen contractors at the site. He had a <br />heated exchange with Tom, since Tom was calling him Corley, and he <br />wanted to be called Dr. Corley. "What about the material adjacent <br />to the road?", he asked. I indicated that coal would be picked up <br />from the road, it would be ripped and seeded, and that was the <br />extent of road reclamation, as described in the bid package. It <br />was my impression that the material adjacent to the road was not <br />attributable to G.E.C. <br />He asked us to leave the property. I reminded him that he had gone <br />to the Board to expedite reclamation of Section 24, and that he <br />should reconsider his position. "I don't want this job done if it <br />isn't going to be done right." We drove half-a-mile away to the <br />next Pre-Bid Meeting parking location. <br />
