The Division <br />aerial photos post-dated the initiation of G.E.C.'s activities at the site and thus provided <br />little insight to the investigation. <br />G.E.C. first appeared before the Board in October, 1978, for not following the mining plan. <br />Over the next year, G.E.C. was before the Board almost monthly for discussion of an <br />amendment to the mining plan, bond amount, relationship of reclamation obligations within <br />the G.E.C. leases to the G.E.C. permit and miscellaneous <br />enforcement actions which included a'cease and desist order. Dr. Corley was very <br />involved in the Board hearings in the summer of 1979. The Board encouraged the Division <br />to investigate Dr. Corley's concerns, and over the next five months, the Board minutes <br />indicate that many of his issues were resolved. The "Canon National" exploration pit was <br />incorporated into the mining and reclamation plan, trespass of Hastings into the G.E.C. <br />permit area was reclaimed, the bond was increased ten-fold to 5650,000, clarification of <br />
