<br />III IIIIIIIIIIIII III <br />,~\ File Memo <br />DATE: October 8, 1 992 <br />TO: GEC Minerals, C-81-037 <br />FROM: Cathy Begej <br />Executive Summary <br />Numerous sources were examined to ascertain the source of mining waste in the east half <br />of Section 24, due to mining associated with five underground operations and two strip <br />mining operations. Three waste deposits were critically examined: the coal waste piles <br />north and east of the tipple pond, the coal in the drainage between the tipple and the <br />Orphan Pit, and the shale pile adjacent to the tie-across haul road. All of the waste <br />deposits were present on a 1971 orthophoto map of the Rockvale 7 1/2 minute <br />quadrangle prepared by the Colorado Geological Survey. G.E.C. commenced work in the <br />area in 1977. The Inactive Mine Inventory attributed the material near the Tipple Pond to <br />the Corley No. 6 mine and the 1973 Gates Engineering Study which was superimposed on <br />several P.A.P. maps identified the area as disturbed. However, G.E.C. appears to have <br />used the road that passes over the coal in the drainage between the tipple and the Orphan <br />Pit. In addition, the tipple area acreage, which G.E.C. appears to have agreed to reclaim, <br />includes half of the coal waste piles, those west of the tipple pond. <br />~~~ 1ksc.r'~a h'on of T-+wlsfi 9wt~oA <br />On September 10, 1992, Cathy Begej inspected the G.E.C. permit area with the <br />landowner, Dr. W.D. Corley. The objective of this inspection was to review the <br />reclamation plans associated with the July 10, 1992 Bid Document. During this <br />inspection, Dr. Corley indicated that material that was north and west of the tipple pond <br />had been placed there by the Corley No. 6 mine, while the Division had historically <br />attributed this material to G.E.C. In addition, Dr. Corley asserted that a portion of the <br />material in the drainage between the tipple and the Orphan Pit was attributable to G.E.C. <br />as was a pile of shale east of the Orphan Pit. <br />During the last month, a number of documents were examined to ascertain the source of <br />coal waste near the tipple pond and in the drainage as well as the source of the shale. <br />There have been at least six other mining operations in Section 24 which pre-dated G.E.C. <br />and current reclamation laws. The Division is solely obligated to reclaim those areas <br />disturbed by G.E.C. and so the derivation of waste materials is of utmost importance.
