the preexisting access road. This partial backfill will provide buttress to the retained cut slopes of <br />the haul road, increasing their static slope safety factors. <br />The ford of an ephemeral stream with a watershed of at least one square mile was approved by <br />the Division since it would not seriously alter normal water flow, contribute to sediment load, or <br />cause adverse affects to fish or wildlife. The ford is located on East Roatcap Creek where the <br />BLM road, used to access the West Mine fan facilities, crosses this creek. <br />The R.O.M. stockpile haul road was constructed between May l0, 1976 and May 4, 1977. Minor <br />Revision No. 66 formally included this haul road into the permit application. The road had been <br />constructed on mainly fill material. [t was surface treated with l2 inches of gravel in June of <br />] 992 gravel and certified. The R.O.M. haul road will be reclaimed after the closure of the mine. <br />The haul road leading to the West Ridge Waste Pile was constructed in 1984 and had originally <br />been designated as an access road. However, the road was upgraded to a haul road and a certified <br />relevant showing, pursuant to Rule 4.03.1(I)(d)(ii) was submitted as part of the permit renewal <br />no. 3 adequacy. The certification states that, with the information that is available, the haul road <br />meets the specifications of Rule 4.03.1, except for grade requirements. The 400 feet of road has <br />an overall grade of 12.5 percent, in exceedence of the I 0 percent upper limit for overall grade, as <br />required in Rule 4.03.1(3)(a)(i) and in exceedence of the maximum grade of l0 percent for any <br />300 foot section within any ] 000 foot length, as required in Rule 4.03. ] (3)(a)(iii). The Division <br />granted BRL's request to accept this alternative design, as allowed in Rule 4.03.1(1)(e), based on <br />the performance history of this road over the years, <br />[I. Support Facilities -Rule 4.04 <br />The mine facilities at the Bowie No. 1 Mine are predominately located in three areas -the main <br />East Mine, the Bowie No. l West Mine and the train loadout. Three other miscellaneous <br />structures are found within the permit area. They include the guard shack on Steven's Gulch <br />Road, the superstructure of which has been removed for reclamation, the 500,000-gallon water <br />tank and well house at the Steven's Gulch wellfield, and the Bowie No. I West Mine pipeline. <br />These facilities are described in Section 2.05, and maps are found in Volume 8A. <br />The main East Mine facilities area is located east of Steven's Gulch Road. BRL has been <br />performing structural demolition and disposal since 2000. Facilities included the office bath <br />house building, the warehouse and shop, a crushing and screening building, a transfer tower, <br />conveyor structures, and a truck loading station. These structures have been demolished and <br />either disposed of offsite or buried in place. Concrete foundations and piers remain on site and <br />will be broken up and buried in place. Two water tanks (100,000 gallon and 200,000 gallon) <br />remain on the north end of the disturbed area. In addition, a fueling area, a sewer plant, and <br />waste oil storage tank were part of the facilities. The superstructure of the fueling area has been <br />demolished and disposed of offsite. The sewer plant and waste oil storage tank have been <br />removed. The concrete foundations of the fueling facility and the waste oil storage tank will be <br />broken up and buried in place. The coal which had been stockpiled at the crusher/screener bench <br />and at the highway coal stockpile next to the train loadout, has been transported by truck to the <br />Bowie No. 1 loadout and shipped out by rail. The highway coal stockpile area was covered in one <br />to two feet of soil and seeded and mulched in order to temporarily stabilize the area until final <br />reclamation. The adits a[ the Bowie No. 1 main East Mine were backfilled with compacted non- <br />combustible fill in 2001. <br />Facilities at the Bowie No. 1 West Mine portal bench area included three portals, a warehouse, <br />23 <br />
