MR-111 proposed approval was issued on May 18,1998. The revision allowed for the drilling <br /> of 9 degas vent holes over portions of "D" seam Longwall Panels 11 and 12. The decision <br /> cover letter included 4 BLM conditions addressing use of existing roads, paleontologist consult <br /> requirement, notification of BLM if fossils or cultural resources encountered, and need for a <br /> BLM written waiver for drill pad 12-1. <br /> MR-112 proposed approval was issued July 28, 1998. The revision allowed for relocation of <br /> certain facilities from the East Portal Area to the "D" portal area, and allowed for installation <br /> of two air compressors near the mine fan. Relocated facilities included hydraulic oil tank, <br /> diesel and emulsion tank, coherex tank, and trash pits. <br /> MR-113 proposed approval was issued November 10, 1998. The revision allowed for drilling <br /> of up to seven drill holes for evaluation of "B" seam conditions within the approved permit <br /> area. 2430 feet of new light use roads were approved to allow access for drilling. Five BLM <br /> conditions regarding use of existing roads, and protection of cultural and paleontological <br /> resources were included in the decision transmittal letter. <br /> MR-114 proposed approval was issued May 17, 1999. The revision allowed the operator to <br /> use low application rates of "Oust" herbicide to control cheatgrass on infested disturbed areas <br /> and topsoil salvage areas, in a manner consistent with product labeling. Submittal indicated <br /> that appropriate amended language would be incorporated into permit renewal text. <br /> MR-115 proposed approval was issued June 25, 1999. The revision allowed for drilling of up <br /> to eight additional development drill holes within the "B" seam mine plan area, and <br /> construction of light use roads to provide access to the drill sites. A BLM letter of June 25, <br /> 1999 was sent to the operator along with the approval decision. BLM conditions specified <br /> reporting of any cultural or paleontological sites to BLM, recommended reclamation of any <br /> roads or trails no longer needed, and recommended inclusion of "Ephraim" cultivar of crested <br /> wheatgrass for drill site reclamation. <br /> MR-116 proposed approval was issued August 24, 1999. The revision allowed for the drilling <br /> of a rock dust dispensing hole, along with associated pad construction for location of a rock <br /> dust tank over the "B" seam workings. Decision also allowed for improvement of an existing <br /> light use road to access the site. A BLM letter included with the decision reminded operator of <br /> the need to report archaeological and paleontological discoveries to BLM, need for <br /> paleontological monitor for excavation into bedrock, and need for disturbed area weed control. <br /> MR-117 proposed approval was issued December 6, 1999. The revision allowed for use of <br /> filter fabric as a substitute for porous rock in the drill pad runoff outlet structures. <br /> MR-118 proposed approval was issued February 22, 2000. The revision allowed for limited <br /> herbicide treatment ("Oust" and "Roundup Pro") and reseeding on up to 2.1 acres of <br /> reclaimed Refuse Area RP-1, for the purpose of controlling cheatgrass and enhancing <br /> vegetation diversity. <br /> 6 <br />
