November 5, 1999—DMG forwarded adequacy review comments to BME, addressing <br /> concerns with submittals received September 3, 1999 and November 4, 1999. Further <br /> clarifications were requested with regard to future monitoring of bedrock wells in Leases 8424 <br /> and 8425, refuse cover soil material balance, refuse area reclamation timing, sediment pond <br /> design details, final reclamation sediment controls, topsoil handling related to cheatgrass <br /> infestation, permit surface and mineral land category acreages, and East Portal topsoil <br /> replacement. <br /> November 11, 1999—DMG sent a letter to BME requesting certain clarifications to the water <br /> depletion estimate. <br /> November 18, 1999—DMG forwarded to USFWS various pages from BME's adequacy <br /> responses clarifying that projected White River flow depletion is 552 acre feet per year. <br /> December 6, 1999—DMG received a copy of a memorandum dated December 1, 1999, from <br /> USFWS to OSM. The memo stated that USFWS had previously performed Section 7 <br /> consultations with OSM pursuant to the Deserado Mine for projected annual depletion of 512 <br /> acre feet. With the current projected annual depletion of 552 acre feet; a balance of 46 acre <br /> feet were unaccounted for. The memorandum explained that, because USFWS had determined <br /> that the depletion fee for projected annual depletions of 100 acre feet or less were no longer <br /> required, the depletion fee for the Deserado Mine additional depletion projection was waived. <br /> A copy of the memo was hand delivered to the operator on January 19, 2000. <br /> December 17, 1999—DMG forwarded a revised, updated reclamation cost estimate to BME. <br /> January 19, 2000—DMG and BME representatives held a meeting at the mine office, to <br /> discuss the reclamation cost estimate, and remaining adequacy issues set forth in the Division's <br /> adequacy letter of November 5, 1999. BME provided to DMG a 21 page list of comments <br /> concerning the amended cost estimate. <br /> February 2, 2000—DMG received BME's adequacy response letter of February 1, which <br /> responded to DMG letters of November 5, 1999 and November 11, 1999, and reflected <br /> discussions held at the January 19 meeting. Various text and map amendments were submitted <br /> with the response. <br /> April 20, 2000—DMG forwarded a revised reclamation cost estimate summary to the operator, <br /> updated to reflect information provided by the operator and to incorporate recent updates of <br /> cost reference materials used by the Division. <br /> Description of the Environment <br /> Elevations at the mine site range between 5,300 and 5,900 feet above sea level. The permit <br /> area and adjacent areas are characterized by gently rolling to moderately steep landforms. <br /> Slopes range from 0 to 6 percent in the valleys and level uplands and up to 50 percent on <br /> drainage sideslopes. The area is semi-arid and characterized by light rainfall, low relative <br /> humidity, and moderate winds. Mean annual precipitation is 9 to 10 inches, with peaks in <br /> 9 <br />
