Box 774018 <br />Steamboat Springs, Colorado 80477 <br />RE: Bond Release Vegetation Sampling, Hayden Gulch Mine, Permit <br />No. C-80-003, Hayden Gulch Coal Company <br />Dear Mr. Neumann: <br />On May 31, 1996, the Division received correspondence from Mr. Jim <br />orpet, dated May 29, 1996, concerning the vegetation sampling plan <br />for final bond release at the Hayden Gulch Mine. The Division <br />'appreciates the opportunity to review the proposed sampling plan <br />and has the following comments: <br />1. The sampling proposal does not give any details about how the <br />operator intends to stratify the samples in the areas that had <br />been reclaimed in nine different years. Please provide this <br />information. The Division suggests using the proportional <br />allocation or acreage-weighted methods as discussed in the <br />bond release guideline. Please comment. <br />2. The Division recommends that some representative data from <br />small, noncontiguous areas, such as topsoil stockpile C and <br />the explosives storage area, be included in the data <br />collection, even if randomly placed transects do not fall in <br />those areas. In this way, there would be documentation of the <br />success of the reclamation in those areas. If TerraMatrix <br />decides to not collect such data, a thorough discussion of <br />qualitative observations made of these areas should be <br />included in the study, at a minimum. Please comment. <br />3. The Division needs TerraMatrix to decide how to weigh the data <br />collected from the four reference areas in order to derive <br />success standards for cover and production. The Division <br />recommends the method discussed on page 10 of the 1988 <br />vegetation guidelines. Please comment. <br />TerraMatrix proposes to use the sample adequacy formula in the <br />
