The Division proposes to approve the method and design <br />specifications for covering of acid-and toxic-forming materials <br />in order to prevent leaching into surface and ground water and <br />to insure backfill stability. (4.143(2)). <br />VIII. Revegetation <br />Information pertaining to revegetation at the Yoast Mine is found in Tabs 10, <br />19, and 22 of the permit application package. <br />Five major vegetation community types occur within the proposed Yoast <br />permit area. These major vegetation community types are: Mountain Brush, <br />Sagebrush, Aspen, Steep Mountain Brush, and Western Wheatgrass/Alkali <br />Sagebrush. Additional community types occur within the proposed permit <br />area but at considerably smaller acreages. These additional vegetation types <br />include: Upland and improved subimgated pasture, Mesic drainage, lands in <br />the Conservation Reserve Program, Cropland, Alkali Sagebrush/Greasewood, <br />and Alkali Meadow. Approximately 51.8% of the proposed permit azea is <br />comprised of Mountain Brush community at (1166 acres). Sagebrush is the <br />next most dominant community representing 422.4 acres, or 18.7% of the <br />permit area. The Aspen community ranks third in azea with 333.5 acres, <br />14.8% of the permit area. All other community types are considerably less <br />extensive with no one type exceeding 6% of the permit azea. <br />Seneca Coal Comapmy collected baseline vegetation data during June, 1990 <br />and July, 1992. Sampling was performed in accordance with the Regulations <br />and was discussed with the Division prior to data collection. <br />During the first permit term, Seneca Coal Company proposes to disturb <br />approximately 404 acres. Most of the acreage to be disturbed (190.7 acres) <br />consists of the Mountain Brush vegetation type. Twenty percent (89.4 acres) <br />of the acreage to be disturbed during the first permit term consists of <br />Sagebrush community, while 12% will consist of Aspen community (54.3 <br />acres). Steep Mountain Brush and Western Wheatgrass/Alkali Sagebrush <br />constitute the remainder of the vegetation types to be disturbed at 3% and <br />4% respectively. <br />Seneca Coal Company has proposed five permanent reclamation seed mixes <br />and one temporary seedmix. Seed mix lA will be used throughout the <br />majority of the reclaimed area and has been formulated to re-establish an <br />Upland Shrub Grassland.
