regazding planned blasting operations is located in Tab 14 of the permit <br />application package. ' <br />The proposed blasting schedule indicates that blasting wii.l be carried out in <br />two sepazate areas. Area No. 1 covers approximately 243 acre:. of mine pit <br />azea in Section 17 that will be blasted as described above. Area No. 2 covers <br />roughly 58 acres along the Road B corridor in Section 8, which may involve <br />blasting to facilitate road construction. Since Area No. 1 is' in excess of 300 <br />acres, the following fording is in order. <br />The Division proposes to approve a blasting area in excess of 300 acres. <br />(4.08.3(2)(b)(i)). Area No. 1, as designated in the proposed blasting schedule, <br />encompasses roughly 350 acres. This area is the entire mining; area to be <br />mined during the first permit term, and thus the ma~rimum area in which <br />blasting will occur over a five yeaz period. Since dusturliano: limits and <br />reclamation requirements have been designated by year, the m<uumum area <br />that could be blasted at any given time would be limited to roughly 75 acres. <br />Given those limitations, the Division finds that in allowing for .t designated <br />blasting azea larger than 300 acres, there will be no anticipated adverse effects <br />to public safety or the environment. <br />VII. Bac)dilling and Grading <br />Backfilling and grading plans will ensure that disturbed azeas are returned to <br />"approximate original contour in a timely manner. Details of th~~ backfilling <br />and grading plan, schedule, and post mine topography are located in Tabs 19 <br />and 20 of the permit application package. <br />i <br />Seneca Coal Company will generate a topographic rnap, using <br />photogrammetric methods, of backfilled and regraded areas on an annual <br />basis. The map will be used to determine whether regraded areas aze <br />consistent with the approved postmining topography. Tlie map will .be <br />submitted to the Division in the Annual Reclamation Report. <br />Any potentially acid- or toxic-forming spoil material will lie identified by <br />sampling regraded spoil, and will be chemically treated or buried with a <br />minimum of four feet of topsoil. By neutralizing and/or isolaturg any acid- <br />or toxic-forming material from the surface, and mixing limited quantities of <br />such material with much greater volumes of benign spoil material, any <br />negative effects of problematic material will be ameliorated.', <br />1. The Division proposes to approve the applicant's plan for <br />disposal of debris, acid-forming or toxic materials, ~x materials <br />constituting a fire hazard in a manner designed to prevent <br />contamination of ground or surface waters.
