Page 3-6, original permit, with regard to wind monitoring, <br />please change the sentence stating, "One full year of da:a is <br />not yet available, but maximum gusts are not expected to exceed <br />80 mph and the prevailing wind is expected to be from the <br />northwest", to read, "The data indicate an approximate average <br />annual velocity of less than 9 mph with maximum gusts reeiching <br />69 mph. Prevailing wind direction is approximately equally <br />split between the northwest and southeast. Collection oi.' <br />weather data may or may not be continued in the future a,. the <br />need dictates." <br />Discussion: Since submission of the original permit. we <br />have actually expanded our overall weather monitorirg <br />program with the addition of snow courses to aid <br />prediction of spring runoff. The only reason for <br />requesting a change in wording is to clarify that various <br />aspects of the overall weather monitoring program may not <br />be continued in the future. <br />6. Pages 4-3 and 4-4, original permit, states, "Each <br />ecological component previously studied (excepting geology) is <br />being monitored on a regular basis, some more frequently than <br />others". Please change this statement to read, "Each <br />ecological component previously studied (except geology) will <br />be monitored as necessary.". <br />Discussion: Discussions of each specific component .ire <br />presented where appropriate. <br />7. Page 6-5, original permit, second paragraph under <br />vegetation Monitoring, states, "Overall monitoring of <br />vegetation surrounding the Henderson Project is done year:Ly by <br />aerial color infrared (IR) photography". Change this to read, <br />"Overall monitoring of vegetation surrounding the Henderson <br />Project, if warranted, will be done periodically by aeria:. <br />color infrared (I R) photography." <br />Discussion: Actually, IR photographs were taken annually <br />from 1976 through 1981. The photos were "ground trut.hed" <br />in 1976 and 1979. The consultants who analyzed the F~hotos <br />indicated that annual photography was excessive because <br />changes are too subtle to be evident in a short time <br />period. The last consultant recommended a ten-year <br />interval between photographs and interpretation. Also, in <br />the last sentence on Page 6-5, we feel that it is <br />impractical to commit to perpetually using Dr. Charles <br />Bonham as the consultant to interpret the photographs. <br />
