EXTERNAL AFFAIRS October 26, 1983 Mrs. Margaret Winter, Chairman Mined Land Reclamation Board 423 Centennial Building 1313 Sherman Street Denver, Colorado 80203 Re: Technical Revision to Henderson Mine Permit ido. 77- 42 Dear Mrs. Winter: During the original permit application process involving the Henderson h7ine and Mill operations, a number of bacY.cround and informational statements were provided by AMAX to aic various individuals and agencies in understanding the complexity of the processes and procedure involved in an operation such as Henderson. Several of these statements and their intent were discussed with Mr. Jim McArdle during a meeting at the h1LRD offices in June, 1983. He indicated that some statements in applications must be considered as commitments because of the difficulty in distinguishing information statements from commitments and suggested we clarify those distinctions ty way of Technical Revision (TR) to the permit. During a second discussion with Mr. McArdle in July, 1983, we indicated a desire to submit one TR covering all clarifications. However, it was necessary to develop additional soils information for inclusion in the TR and we suggested an October submittal date. hlr. McArdle indicated that an October submittal would be appropriate. Accordingly, we hereby request the following changes in our mining/reclamation permit. 1. Various statements throughout the original application reference the life of the mine as 30 years, plus or minus, depending upon mar}:et conditions.
