The responsible USFS offiaal shall give final approval for decommissioned <br />condition and permanent closure devices for reclaimed roads. <br />48) MCC will be required to implement appropriate restoration measures if a stream or riparian <br />azea is damaged <br />49) Salvaged soil materials will be replaced on reclaimed areas and they will be seeded with a <br />USFS approved seed mixture within 7 days following soil material replacement. Slopes that <br />are less than 3H:1V shall be drill seeded and steeper slopes shall be broadcast seeded at the <br />USFS recommended application rates. <br />SO) MCC will be responsible for controlling and eradicating noxious weed infestations on all <br />project disturbance areas from the date of discovery up to the point of release of the CDMG <br />reclamation bond and associated reclamation liability (approximately 10 yeazs after final <br />reclamation). Any herbicides used must be EPA and USFS approved and will be applied at <br />the recommended rates. <br />51) To discourage access and use of reclaimed aeeas, natural barriers and signs will be placed neaz <br />the point where project roads that have been obliterated or converted to ATV trails intersect <br />roads that aze open to public access. Barrier locations and techniques will be identified by <br />the USFS officer. <br />52) Disposal of sewage and trash will be at an authorized disposal site off the Forest. Portable <br />toIlets must be provided for personnel wanking on the drill sites. If more than one aew is <br />utilized during drilling activities, portable toilets will be provided for each crew. <br />53) MCC and/or their contractors must have the necessary materials on hand and immediately <br />available to contain any spins of fuels, oil, and other contaminants. Any spills must be <br />reported to the USFS immediately. Immediate containment and clean-up will be required <br />consistent with MCC's Spill Prevention, Control, and Countermeasures (SPCC) Plan. Any <br />contaminated soil will be removed from the Forest. <br />54) Approved spark arrestors will be required and shall be maintained on all internal combustion <br />equipment used on the project <br />2.4.8 Conditions of Approval for Exceptions to Lease Stipulations <br />Specific conditions of approval would be applied where an exception to a lease stipulation is granted. <br />These speufic conditions include applicable provisions identified in the lease stipulations, as well as <br />additional provisions designed to reduce or mitigate potential environmental impacts assocated with <br />the excepted activities: <br />Steep Sloe. Moderate Sloe, and Geologic Hazard Stipulations <br />55) Speaal design, construction, and mitigation measures jointly developed by a USFS <br />Interdisciplinary Team and MCC will be applied to project construction activities proposed in <br />steep slope, moderate slope, or geologic hazard azeas to minimire and control the potential <br />for slope de-stabilization and erosion.
