Dust control measures will be <br />applied to reduce dust along this section of road. <br />39) Tn order to preclude potential impacts to Lewis' woodpecker, northern goshawk, purple <br />martin, and olive-sided flycatcher nest sites, forested stands of suitable habitat will be <br />surveyed using Forest Service standardized technique for monitoring bird populations (Ralph <br />et al. ]992) prior to allowing any disturbance activities. If nest sites aze located, the timing <br />and/or the location of construction will be modified as prescribed by the Forest Service <br />Wildlife Biologist to prelude any impacts to nest sites. <br />40) MCC will conduct a breeding bird survey according to USFS protocol prior to construction <br />of drill pads and new road corridors or new roads and provide the results to the USFS <br />41) MCC will confine road construction and drilling activities to two drainages at a time and <br />complete all work in the shortest possible timeframe <br />42) To minimize resource impacts, road design and location should avoid moist sites; avoid <br />construction in saddles and low divides; maintain frequent dense cover areas next to roads; <br />construct roads to minimum road standazd that will meet management objectives (without <br />large cut slopes, fills, or straight stretches); and facilitate eventual closure (especially where <br />roads enter drainage headwaters areas). <br />43) MCC will avoid construction of drill pads, roads, and other new surface disturbance in the <br />aspen vegetative type. If disturbance cannot be avoided, revegetate these sites with a USFS <br />approved seed and/or root stock mixture consisting of native grasses, forbs, and shrubs to <br />provide some vertical diversity. <br />2.4.6 ATV Option <br />44) Beginning the Wednesday prior to the Fust big game hunting season and continuing for the <br />duration of the hunting seasons, MCC will post wazning signs, at locations designated by the <br />USFS, to warn hunters of dangers associated with increased traffic on roads resulting from <br />project activities, drilling operations, and methane-venting. Depending on the location of <br />drill rigs during the big game seasons (typically only during early seasons), additional <br />temporary gates may need to be installed to prevent public ATV access to active drill sites. <br />Roads closed to public motorized use due to drilling or methane-venting operations shall be <br />clearly posted as "closed" using signs with maps of the closure area and the reasons for <br />closure. At each closure location Manual of Uniform Traffic Control Devices (MLJTCD) <br />approved road losure devices must be used. To mir,imi~e conflicts with hunters, project <br />traffic will not be allowed on the Minnesota Creek, Horse Gulch, and Dry Fork roads (except <br />for emergenry use) during the periods of one hour before sunrise and two hours after sunset <br />during the big game rifle hunting seasons. Additional security and public safety measures <br />may be considered and approved or directed by the District Ranger. <br />45) MCC will sign roads warning ATV users of heavy truck traffic <br />2.4.7 Reclamation and General <br />46) Construction and drilling in Box Canyon is pemutted only from mid-September to the end <br />of October unless approved in writing b}' the authorized USFS officer <br />47) When surface facilities (drill pads, operating pads, and roads) are no longer needed to support <br />the MDWs, they will be reclaimed.
