r <br /> <br />3410 <br />C-41127 <br />EXHIBIT "A" <br />Site-specific Stipulations <br />for Section 5 of Western Fuels-Utah, Inc. <br />Exploration License <br />Except as specified below, all operations shall be conducted <br />in accordance with exploration license application (#C-41127). <br />2. The Area Manager of the White River Resource Area (WRRA) will <br />be notified 48 hours in advance of initial surface disturbing <br />activity. <br />3. A pre-drill inspection will be conducted prior to any surface <br />disturbing activity by BLM WRRA personnel with exploration <br />company representatives, dirt contractor, and drill <br />operator. As a result of this inspection, additional <br />site-specific stipulations may be incorporated into the <br />approved exploration plan by WRRA Manager directive. <br />4. Access trails will be back bladed with a cat to remove brush, <br />drainage crossings will be swathed to make low water <br />crossings, no drainages will be plugged. Dug way access will <br />be constructed on a maximum of 15% grade. <br />5. Eight inches of topsoil will be removed from drill sites for <br />reclamation proposes. <br />6. Water will not be removed from wells, springs, reservoirs, or <br />any other water source without approval from the legal owner. <br />7. All water resources such as streams, stock ponds, springs, <br />and ground water will be protected from contamination to the <br />greatest extent possible by containing all drilling fluids <br />on-site. However, if any drill holes produce more water than <br />can be contained, or drilling fluids escape for other <br />reasons, the WRRA Manager will be notified immediately. No <br />produced water will be discharged without an approved State <br />of Colorado Department of Health discharge permit and <br />approval from the WRRA Manager. <br />8. Seed all disturbed surfaces with the following seed mixture: <br />Species Lb s. pls/acre <br />Western wheatgrass (Arriba) 3 <br />Pubrescent wheatgrass (Luna) 2 <br />Russian wildrye (Vinall) 2 <br />Crested wheatgrass (Fairway) 2 <br />Four Wing saltbush (Wytana/Rincon) 2 <br />Yellow Sweet clover (Madrid) .5 <br />
