It will also be inspected during critical <br />construction periods of: removal of organic material and topsoil; instal- <br />lation of surface drainage system; placement and compaction of fill materi- <br />al; and revegetation. A certified report of the construction of the fill <br />will be submitted to the regulatory agency within two weeks of each inspec- <br />tion. At no time will coal processing waste and underground development <br />waste be disposed of a[ the same site. <br />The minimum static safety factor for the constructed fill is to be 1.5. <br />Calculations for [he safety factor follow. <br />The waste disposal fill is to be spread in layers no more than 24 inches in <br />thickness. The layers are to be compacted to 90X maximum dry density as <br />indicated through an American Association of State Highway and Transporta- <br />tion Officials Specification T99-74 Test. That specification AT99-74 is <br />included as a part of these specifications. No dewatered fine coal waste <br />is anticipated to be disposed within the area. <br />Following grading of the coal processing waste bank, the waste disposal <br />site shall be covered with a minimum of 15 to 24 inches of the best avail- <br />able non-toxic and non-combustible material, presently located at the em- <br />ployee's parking area, and in a manner that does not impede flow within the <br />drainage plan. Finally, the coal processing waste area will be revegetated <br />in accordance with the revegetation specifications. <br />V. WASTE BURNING <br />Fire potential will be monitored through daily inspection by the Security <br />personnel. The daily inspections will look for lighter colored spots, <br />smoke, and hot spots as directed in a memo to Security on monitoring of all <br />coal stockpiles. If a fire is detected it will be extinguished by the reg- <br />ular CWI Fire Brigade trained in fire fighting techniques. The fire fight- <br />ing procedures for the fire brigade are included as a part of these speci- <br />fications. <br />
