The operator may not initiate reclamation of the tailing <br />pond until the water balance situation is addressed to the satisfaction <br />of the Division, either by obtaining a CDPS permit for the Hazel-A <br />discharge, or by modifying the permit through the technical revision <br />process to include installation of a hydraulic bulkhead seal in the Hazel- <br />A Adit. <br />11. At this time, the approved reclamation plan calls for leaving the <br />mill building on-site. If the operator decides to remove the building <br />prior to bond release and permit termination, the reclamation permit would <br />have to be appropriately amended. <br />12. The current reclamation plan does not include any provisions for <br />cutting, folding, or re-anchoring of the tailing pond liner as a component <br />of reclamation. If the operator intends to manipulate the liner in any <br />way, this would have to be incorporated into the permit as a technical <br />revision. <br />13. If the operator wants to modify the grass seed mixture, tree and <br />shrub species or planting rates, or soil amendments required, changes need <br />to be proposed as a technical revision to the permit.
