Midterm Aeview <br />Eagle Mines <br />This document presents the results of the Division's Midterm Review of Cyprus <br />Empire Corporation's Eagle Mine. This Midterm Aeview was conducted to fulfill <br />the requirements of Rules 2.08.3, 2.06.2(10), 2.06.3(4), 2.06.5(3), 2.06.7(5), <br />and 3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, <br />prior to its midterm (2-1/2 years). Based on this review, for good cause <br />shown, the Division may require reasonable revisions or modifications of the <br />permit provisions to ensure compliance with the Act and Regulations. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and <br />the terms of acceptance of the bond every 2 1/2 years. <br />This midterm review coneieted of an abbreviated review of the Eagle Mine <br />permit. A midterm review of the mine was due on March 8, 1991. Due to staff <br />shortages, this review was not initiated until October 13, 1992, with the <br />renewal process to begin on December 10, 1992. The current permit expires on <br />September 6, 1993. <br />This review coneieted of a review of the following portions of the permit: <br />I. History of the Permit <br />II. Bond Summary <br />Section I - Historv of the Permit <br />Empire Energy Corporation was a subsidiary of Amoco Minerals Corporation. In <br />June of 1985, Cyprus Minerals was spun off from Amoco Minerals and Empire <br />Energy Corporation became Cyprus Empire Corporation. <br />Empire Energy Corporation received its original permit on September 2, 1983, <br />for Eagle Mine No. 5. On April 9, 1984, Empire Energy received permission for <br />limited mining in the No. 9 Mine. Empire Energy closed the No. 9 Mine on <br />August 10, 1984, and added the Utah Tract and SA portal to the No. 5 Mine. <br />A permit revision (PR-O1) was issued to Cyprus Empire on April 24, 1987, that <br />added the No. 6 Mine and included a change from room and pillar to longwall <br />mining. Cyprus' permit was renewed on September 6, 1988. <br />Operations as the Eagle No. 5 and 6 Mines were slowed beginning on May 13, <br />1991, due to a strike. The mine reopened with a reduced workforce in March of <br />1992. <br />2 <br />
