At present, the disturbed area at the mine totals approximately 312 acres.
Affected area acreage is currently at approximately 834 acres, with the
present permit area comprising 7,643 acres.
Since the permit was issued, a total of 17 revisions to the permit have been
processed by the Division. This consists of 11 minor revisions, 5 technical
revisions, and 1 permit revision. A summarization of these revisions is
presented in Section II of the mid-term review.
During the course of processing the recent permit revision to add the two
additional refuse disposal sites to the permit, the performance bond was
evaluated and adjusted from 1.5 million to 1.9 million dollars. Due to he
timing of the bond review which coincided closely with the scheduled 2 1/2
year mid-term review date, the Division feels that an additional bond
•re-evaluation is not warranted at the present time.
The approval process for the additional refuse pile permit revision involved a
re-issuance of the original permanent regulatory program permit findings
document. All stipulations attached to the original permit were reviewed at
that time. Stipulations which had been resolved since the time of permit
issuance were removed; ongoing stipulations were retained. Other stipulations
were added or otherwise modified as necessary to maintain compliance with the
revised mine plan. The status of resolution of all 7 stipulations attached to
the re-issued findings document is presented in Section III of the mid-term
review:
Section IV outlines specific items and areas within the permit application
(other than those already covered in Sections II and III) which need to be
updated or revised.
Section II-Revisions to Permit
The following section lists each approved revision made subsequent to permit
issuance (January 3, 1983) and describes what specific text and map changes
need to be made, if any, by Powderhorn Coal Company and incorporated into the
permit application in order to bring the permit application up to date. Minor
revisions are designated; MR(No.), Technical Revisions; TR(No.), and Permit
Revisions; PR(No.).
MRO1 - Surface Water Mon. Plan-Stip. No. 4 Compliance Date Extension
Submitted tdarch 1, 1983, approved March 7, 1983. Incorporated into
Volume 7 of the permit application. No update necessary.
MR02 -Surface Water Mon. Plan - Installation of 3 Crest Stage Gages
Submitted March 15, 1983, approved March 18, 1983. The cover letter
comprising the request is contained in Volume 7 of the application.
