<br />Mid-Term Review <br />Roadside and Cameo Mines <br />Introduction <br />This document presents the results of the Division's Mid-Term Review of <br />Powderhorn Coal Company's Roadside and Cameo Mines. This Mid-Term review was <br />conducted to fulfill the requirements of Rules 2.08.3, 2.06.2(9), 2.06.3(4), <br />2.06.5(3), 2.06.7(5) and 3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, <br />prior to its mid-term. Based on this review, for good cause shown, the <br />Division may require reasonable revision or modification of the permit <br />'provisions to ensure compliance with the Act and Regulations. <br />Rules 2.06.2, 2.06.3, 2.06.5 and 2.06.7 require that experimental practices, <br />mountaintop removal variances, variances from AOC, and variances from <br />contemporaneous reclamation be reviewed by the Division where applicable <br />during the mid-term review. None of these Rule designations apply to the <br />Roadside and Cameo mining operation. Rule 3.02.2(4) requires that the <br />Division review the amount of the bond and the terms of acceptance of the bond <br />every 2-1 /2 years. <br />This mid-term review consisted of a detailed review of the Roadside and <br />Cameo Mine application to identify any items that may have been overlooked <br />during the initial review. The Division also reviewed all subsequent <br />revisions and stipulation responses to ensure that all permit commitments and <br />conditions were being followed. Hydrologic monitoring data was reviewed in <br />conjunction with the review of the application to assess the adequacy of the <br />monitoring plan and discussion of hydrologic impacts. Problems and <br />observations from past inspection reports were also considered. <br />Section I - Comments <br />The Roadside and Cameo Mining Operation was granted a five year permanent <br />regulatory program permit on January 3, 1983. Scheduled annual coal <br />production remains at 1,100,000 tons of clean coal per year. The mine <br />continues to utilize room and pillar mining methods to extract the coal <br />resource. Coal processing waste generated by the operation is currently being <br />disposed of at two refuse sites, Cameo Refuse Disposal Areas No. 1 and No. 2. <br />Cameo Refuse Disposal Areas No. 2 and No. 3 were approved by the Division on <br />April 8, 1985 as a permit revision to Permit No. C-81-041. The initial refuse <br />pile for the mining operation, referred to .as the Roadside Refuse Pile, was <br />completed in 1984. The pile has been covered, topsoiled and seeded. The <br />operator has undertaken a series of re vegetation field trials on the Roadside <br />Pile to determine if less than four feet of non-toxic, non-combustible cover <br />will be sufficient to achieve successful re vegetation and minimize disturbance <br />to the hydrologic balance. <br />
