However,
a recent report (under the SOAP Program) generated by Simons, Li &
Associates, Inc., indicates that the Magpie Creek Diversion channel
within Dorchester's permit boundary is a permanent diversion.
Therefore, the portion within GEC's permit boundary is reasonable
to design as permanent diversion. The channel is designed to contain
the 10-year, 24-hour storm event. The flood plain should be able
to handle the 100-year peak discharge. In order to convert the
existing channel bed and side slopes tc the dimension recommended
by SLA, a considerable amount of work and effort will have to be put
into GEC's operational schedule, The lining material such as the
Filter Fabric also takes a long time tc order. Besides this,
Dorchester - GEC's next door neighbor operator, still uses this
area (within GEC Permit Boundary) to ertend it's pipe extension
work, which interferes with GEC reclamation work even at this
moment. Because of this, GEC is herewithin requesting that the
deadline to completely reconstruct Magpie Creek Channel within GEC's
permit boundary be postponed from November 15, 1981, to December
31, 1981.
UNNAMED DIVERSION CHANNEL (Dam D Area)
- Same as Magpie Creek Diversion Channel. After the completion of
this specific channel SLA suggested this channel be converted to
a permanent diversion just because Dorchester intends to design
Magpie Creek Diversion Channel on a permanent basis. The amount
of reconstruction work and effort that will be required is signifi-
cant, therefore, GEC is herewithin requesting that the deadline
of re-establishment of the channel be changed to December 31, 1981.
