<br />1 <br />1 <br /> <br /> <br /> <br />1 <br />1 <br /> <br /> <br />1 <br /> <br /> <br />LJ <br /> <br /> <br />AMENDMENT OF CONDITIONAL USE <br />MINING PLAN REVISION <br />The TR will do three things, it will combine 8 stage into 1, <br />and change the maximum disturbance allowed. It will also remove <br />the phasing from the reclamation timetable. What this TR, WILL <br />NOT DO, is change the reclamation plan, increase the affected <br />lands or change the general direction of mining. We have recalcu- <br />lated the bond to reflect the increase in disturbed area under <br />these revisions. Please ref er to the Revised Mining Plan Map <br />attached for the areas discussed in this change. <br />BACEGROOND <br />In 1979 when the original application was approved it limited <br />the stage sizes to keep the bond amount low. In 1990 a portion of <br />the pit was leased to Aggregates, Inc.. when they move into the <br />pit it became evident that Stage I and 908 of Stage II has been <br />eroded by the river. This reduced the mined area and forced them <br />to start mining in Stage IV and work west into Stage iII to <br />establish the setback along the river. In November of 1991 <br />Aggregates, inc. was awarded a large contract for airport material <br />and once hauling starts for that contract we will need to disturb <br />more area than we currently have bonded. <br />Review of the Revised Mining Plan Map, attached, shows the <br />river has encroached into the area that was to be mined. Compar- <br />ing the Revised Mining Plan map with the original Mining Plan map <br />shows the new location of the river and the changes this has <br />caused to the area to be mined. In addition to the west side <br />changes, the northern parts of Stages iII to V were also affected <br />by the river change. The river has taken approximately 17.03 <br />acres of area that was within the original mined area. <br />STAGING CHANGE <br />At the current time there are 8 Stages/Phases varying in size <br />from 28.26 to 10.73 acres t• Because of the demand for material <br />placed on this pit, the smaller stages are too restrictive and <br />reduce the efficiency of the mining operation. We are removing <br />the staging entirely and going to a maximum disturbance type of <br />bonding. As in the original permit, mining started on the west <br />side of the property and will continue to the east. Combining the <br />stages into a single large stage allows more flexibility. The <br />Permitted acres are unchanged and will remain at 168.41 ac. t. <br />Comparing the totals of each column in the new Timetables with <br />those in the old Timetables, shown on pages 10 and 18 in the <br />original application book, will show the differences caused by the <br />river. <br />' INCBEASED AREA OF DISTORBANCS <br />The existing bond is based on the premiss that during the <br />life of the mine, reclamation exposure will be largest when <br />Phases VII, VIII and P are totally disturbed and Phase VII is <br />' partially stripped and mined. Under the new plan there will be a <br />25.00 acres t plant site and 25.00 acres t of area with some form <br /> <br />
