Long
Division Director
Ms. Donna Cooper
2834 Texas Avenue
Grand Junction, CO 81501
RE: Request for information; Red Canyon Mine; File No. C-81-034
Dear Ms. Cooper;
Thank you for your telephone call yesterday regarding the renewal
notice you received for the Red Canyon Mine. I understand that you
have inherited property previously owned by your father, xerbert
Loucks, which overlies the permit area of the Red Canyon Mine. You
have expressed some interest regarding the location of the
underground mine to your property, depth of the mine. below the
ground surface, and mining methods used in. the mine. I have
researched your questions and hope that the information I have
provided will assist you.
As we discussed yesterday, the Red Canyon Mine is currently in a
"reclamation phase", meaning they are no longer mining coal.
Cessation of mining activities occurred in 1984, the portals were
sealed in 1986 and the majority of reclamation was completed in
1988. Remaining reclamation work includes backfilling one sediment
pond, eliminating the lower portion of a haul road, backfilling
sediment and diversion ditches, and sealing monitoring wells.
The Red Canyon Mine plan called for mining of two coal seams, the
D and the E seam. Only a portion of the E seam (the upper seam)
was mined between 1979 and 198.4. The D seam, which is below the E
seam, has not been mined. The mine was a room and pillar
underground operation. Please see the enclosed diagram which
presents a typical extraction method that was used in the mine. A
limited extraction rate of 50-55 percent was employed by the
operator to avoid subsidence impacts to the land surface and an
aquifer system. To date, almost 10 years after mining has ceased,
the Division nor the operator has noted any movement in the land
surface or damage to any structures.
Your property is located approximately in the SE ;, NW ;, NE ; of
Section 11, Township 13 South, Range 95 West in Delta County. I
have enclosed a portion.of a surface ownership map contained within
the permit. Please note that the map was designed to show relative
