** Sent initial letter to landowners and followed up with phone call.
** Kept logs of landowner conversations and questions
** Met with landowners that wanted a face to face meeting at their property .
** Obtained rights of entry for surveyors
** Obtained all new easements, temporary work space and access easements
** Monitored construction activities
** Paid construction clamages
Narrative ojExperience
With Calpine, I completed preparing the ownership line list for the 50+ mile natural gas
pipeline feasibility study from Capay to the Geysers for Calpine. In addition, I have made
all the initial property owner contacts and artanged access for the environmental and
survey crews to conduct their studies along the route in the feasibility study. I am also,
acquiring easements for Calpine projects in Sonoma County and Contra Costa County.
From January of 1999 until its completion in early 2001, I was involved every detail of
permitting & easement acquisition for the trans-oceanic AT&T Fiber-Optic cable
installation from Dunnigan, CA in Yolo County, through Lake County [o Manchester,
CA in Mendocino County. Simultaneously, Iworked on the AT&T Fiber-Optic cable
installation projects from Cloverdale Peak to Santa Rosa and a small AT&T project in the
City of San Francisco. My role was Right-of--Way Supervisor for these projects. My
responsibilities were as follows: As this route followed an existing route, I updated the
route line list for curcent ownership and created a database of owners. Then I sent letters
telling landowners on the route of our project. I then followed up with pre-construction
letters and personal phone calls. There were over a dozen re-routes along the existing
route. I researched the landowners for the re-route locations, contacted them and
negotiated new easements. I kept in contact with them throughout the construction
process and handled all property owner complaints that occurred as a result of the cable
installation and paid damages accordingly.
In addition, I obtained all the encroachment permits for placing the fiber-optic cable
within the public roads of Mendocino, Lake, Napa, Yolo Counties and Caltrans District 1
& 3. And I supervised a clerk and another agent during the construction phase.
The yeaz before, I did the same thing for an AT&T project from Manchester, CA (neaz
Point Arena) to San Francisco, i.e., 1 contacted landowners, negotiated new easements for
re-routes and obtained all encroachment permits for Mendocino, Sonoma, Marin counties
and the cities of Santa Rosa, Cotati, Rohnert Park, Petaluma, Novato, Corte Madera, Mill
Valley, Lazkspur, Sausalito and San Francisco. In the above projects, my status was that
of consultant to For]<ert Engineering & Surveying (FES). They do the turnkey
engineering for AT&T. Paul Gallagher (916-801-7142) was the project manager on these
projects.
Previously, I had similar responsibilities for AT&T on a copper cable removal project
from Lucin, Utah to Re;d Bluff, CA; again, I was a consultant to FES. And a WorldCom
trans-oceanic Fiber-Optic cable project in San Luis Obispo County. I was a consultant to
Network Development Consultants, Inc., (NDC). I reported directly to Stuart Cohen, the
president ofNDC (530-226-6675).
