The purpose of this letter is to describe the reclamation activities <br />that the Division proposes to conduct on land owned by the Atchison, Topeka and Santa Fe <br />Railway Company. Our proposed reclamation plan for the Linden Avenue Loadout incorporates <br />your comments as stated during our meeting of January 24, 1994. Due to the scheduling of the <br />bid procedures, the Division is requesting that further comments be submitted by <br />February 16, 1994. If the Division does not receive any comments, the Division will assume your <br />consent and proceed with the plans described herein. <br />PROPOSED RECLAMATION PLAN -LINDEN AVENUE COAL LOADOUT FACILITY <br />1. A residual layer of coal, leftover from TBM's loading operations, exists at the loadout area. <br />This layer is of sufficient depth to completely cover the railroad ties of the rail line that <br />borders the loadout area's northwest perimeter. This layer of coal extends approximately <br />150 feet from the rail line into the loadout area and is at least eight inches deep. It is our <br />understanding that the AT&SF Railway Company considers this coal to be a fire hazard, and <br />wishes the coal removed. <br />The Division proposes to excavate this coal for a length of 1000 feet, parallel to the rail line, <br />and to an elevation level with the bottom of the existing railroad ties of the rail line. In order <br />to ensure that excavation activities do not damage the existing rail line, coal will not be <br />removed from between the railroad ties, nor will excavation work approach the rail line closer <br />than a distance of six inches from the ends of the railroad ties. The coal will be disposed of <br />offsite by the Division. <br />
