Accoroiny to those fiyures, a canmunity <br />can anticipate capital costs of $1U,79U per new resident <br />and operating costs of $1,019 per new resident. Thus, the <br />1,500-2,3UU new residents from Phase I of tha Deserado <br />development will increase capital costs of 10 million to <br />24 million dollars and will increase operating costs by <br />1.5 million to 2.3 million dollars. These fiyures alone <br />show t[iat the project will have significant impacts on the <br />county antl its municipalities. Yet the mitigation plan <br />proposed by 47estern Fuels-Utah, Inc., as contained in the <br />Final ETS, fails to address almost all categories of com- <br />munity and leasing needs anticipated by the county (see <br />Attachment B). <br />Influx of 1,SU0-2,300 new people will create a <br />need, if net now, witlu n the next five years, to expand <br />almost all coc~niunity services. FJater, sewer, schools, <br />college facilities, hospitals, fire, police, recreation <br />and other services must expand capacity to meet the Deserado <br />yrowtn as well as the anticipated oil shale development. <br />Examination of tue Deserado mitigation plan reveals <br />only tl:e S11yf,tESt intentions of addressing these concerns. <br />For eaalaple, tue blanket anu incorrect statement is made <br />that no water or sewer facilities will be required. Tire <br />assertion is made that school facilities are adequate with <br />only art addition of two teachers in 1981-82 and four <br />teachers in 1982-3 being necessary. Health care facil- <br />ities are deemed adequate in spite of the position of the <br />hospital administrator that expansion of facilities will <br />be required wtlen the oil shale growth is auded to the <br />Deserado-related yrowt[1. <br />Western Fuels' proposed solution to law enforcelaent <br />problems is to add one policeman and one patrol car to the <br />Town of Ranyely. Nutiriny is set aside for recreation. <br />
