Based on the <br />State of Colorauo figures, and assuming a growth in popu- <br />lation of 2,000 persons, Rio i?lanco County will need sub- <br />stantial new housiny units. For example, by 1985 L7estern <br />Fuels prol.oses to guarantee a total of 13U housiny units. <br />Even using the most liberal multipliers, this guarantee <br />will not address Western Fuels' own workers' needs let <br />alone the inuuced population's housiny requirements. A <br />sulid, successful housiny effort must guarantee that lU0 <br />percent of the housiny reyuiren~ents of Deserado workers <br />will be met when the workers arrive and that at least 80 <br />percent of the induced population housiny needs will also <br />be addressed. Without such mitigation, ttre housiny <br />problem will present a massive problem to Western Fuels, <br />the cowrty, and the affected municipalities. <br />III. <br />Pursuant to CRS 34-33-118(6), the Rio Blanco <br />County Couuuissioners request an informal conference for <br />the purpose of addressing the adverse socioeconomic im- <br />pacts of the pruject outlined above and the need to incor- <br />porate rnitiyatiny r,.eacures into plans for the mine in <br />order to er)sure that it is consistent with local land use <br />controls. Such conference need not be held in the locality <br />of the proyused mine. <br />
