ARNOLI) ti PORTC: Ii
t9r. David Shelton
May 8, 1981
Paye Ten
Une four-wheel drive truck is allocated to the Ranyely
Fire District.
Compare these- so-called mitiyation measures to the
realistic cost estimates projected by the State of Colorado
anu the reviewer will easily determine that the "mitiga-
tion proposal" falls far short of what is required.
F7e hasten to add that shortages in housing and
associated financing problems will be a critical issue for
Ranyely anu other Colorado communities. Based on the
State of Colorauo figures, and assuming a growth in popu-
lation of 2,000 persons, Rio i?lanco County will need sub-
stantial new housiny units. For example, by 1985 L7estern
Fuels prol.oses to guarantee a total of 13U housiny units.
Even using the most liberal multipliers, this guarantee
will not address Western Fuels' own workers' needs let
alone the inuuced population's housiny requirements. A
sulid, successful housiny effort must guarantee that lU0
percent of the housiny reyuiren~ents of Deserado workers
will be met when the workers arrive and that at least 80
percent of the induced population housiny needs will also
be addressed. Without such mitigation, ttre housiny
problem will present a massive problem to Western Fuels,
the cowrty, and the affected municipalities.
III.
Pursuant to CRS 34-33-118(6), the Rio Blanco
County Couuuissioners request an informal conference for
the purpose of addressing the adverse socioeconomic im-
pacts of the pruject outlined above and the need to incor-
porate rnitiyatiny r,.eacures into plans for the mine in
order to er)sure that it is consistent with local land use
controls. Such conference need not be held in the locality
of the proyused mine.
