• • <br />- 4 - <br />IV. <br />This petition is based on the following facts. <br />Preliminary projections of the County indicate some <br />1,500-2,300 new people will live in Rangely and Rio Blanco <br />County as a result of the construction and operation of the <br />Deserado Mine and the first unit of the noon Lake Power <br />Plant. <br />The County and Town of Rangely expect that such <br />an influx of people into a sparsely populated area will <br />result in substantially increased capital and operating <br />costs. The exact extent of the costs involved may be <br />roughly calculated based on State of Colorado figures <br />estimating impacts for one thousand new residents (see <br />Attachment A). According to those figures, a community <br />can anticipate capital costs of $10,790 per new resident <br />and operating costs of $1,019 per new resident. Thus, <br />the 1,500-2,300 new residents from Phase I of the Deserado <br />development will increase capital costs by 16 million to <br />24 million dollars and will increase operating costs by <br />1.5 million to 2.3 million dollars. These figures alone <br />show that the project will have significant impacts on <br />the County and its municipalities. Yet the mitigation <br />plan proposed by Western Fuels, as contained in the Final <br />EIS, fails to address almost all categories of community <br />and housing needs anticipated by the County.
