Russell Chapman <br />Route 1, Box 120A <br />Windsor, Dlissouri 65360 <br />III. <br />The petitioner's interest is based on its responsibility <br />for the well being of the citizens of Rio Blanco County. <br />The mine proposed for the land at issue will have substantial <br />adverse socioeconomic impacts unless adequate mitigating <br />measures are incorporated into the plans for the mine. With- <br />out such protections, the mine is "incompatible with state <br />or local land use plans or programs," and must be designated <br />unsuitable for the proposed mine pursuant to CRS 34-33-126(1) <br />(b) (1) . <br />Petitioner attaches to this petition the affidavit <br />of Glenn L. Payne, Director of Planning, Rio Blanco County <br />(see Attachment C).
