<br />~` Mr. Steven Wathen <br />Division of Minerals and Geology <br />December 7, 1992 <br />Page 2 <br />Maintenance Items #2 <br />The Division had previously requested that a sign be <br />placed on stockpile 16A once construction of the stockpile was <br />completed. This inspection report noted that the sign had been <br />installed. The Division should note that a sign was placed on the <br />stockpile back in July; however, it was located on the northeast <br />corner of the stockpile in a location apparently not readily <br />visible to the Division. Topsoil stockpile 16A now has two topsoil <br />signs which should prevent this confusion in the future. <br />Hydrologic Balance <br />Colowyo questions the logic for strict application of <br />culvert inspections during the winter months. The presence of <br />frozen material in most all culverts renders inspection of such <br />structures an exercise in futility during the winter months. We <br />recommend the Division conduct any wintertime culvert inspections <br />with a sense of reality that ice buildup does occur and many <br />culverts will not be entirely functional until after spring thaw. <br />Please contact me if you have any comments. <br />Sincerely, <br />COLOWYO COAL COMPANY <br />J mes A.
