Long <br /> Division Direc~ar <br />Re: Public Inquiry, Golden Eagle Mine <br />Permit No. C-81-013, Basin Resources, Inc. <br />Dear Mrs. Prijatel: <br />This letter is to update you on the status of your inquiry as to the possible hydrologic effects of <br />mining at the Golden Eagle Mine on the two springs on your property at Rancho Escondido, Unit <br />No. 4, Lot 39. <br />First, the question of which map correctly depicts the location of your property has been <br />resolved. The Division's letter of July 26, 1994, asking you for clarification of the matter, was <br />based on an out-of-date map. The new map submitted by Basin Resources and the map that you <br />had submitted, in your letter of August 25, 1994 to this Division, are in agreement as to the <br />location of your property. <br />Second, as part of the Division's normal inspection schedule, I visited your property on <br />September 27, 1994, accompanied by Ralph Lopez of Basin Resources. Two areas were <br />identified as possible springs. The consultant for Basin Resources was informed of these two <br />locations and they will include them in the annual spring and seep survey that is submitted to this <br />Division. In this survey, the nature of the two springs will be described and the two springs will <br />be monitored for selected physical and chemical parameters. Any changes in water quality and <br />quantity will be documented. <br />Third, Basin Resources has submitted an analysis, contained in Exhibit 6 of the permit applica- <br />tion, that contains a prediction that there will be a drawdown of one foot in the water table <br />elevation at a distance of 2.1 miles from the perimeter of mining. Larger dEawdowns are <br />expected closer to the mining operations. This drawdown is due to the pumping to the surface of <br />the water in the underground mine workings, causing the water table in the surrounding area to <br />be lowered. Pumping will cease when mining ceases. <br />The location of the two springs is more than 2.1 miles from the current perimeter of mining. <br />However, the source of the two springs is unknown, so it is also unknown what [he distance is <br />from the mine perimeter to the source area. According to the mine plan, the location of the two <br />springs will be within 2.1 miles of the mine perimeter sometime in the middle of 1996. <br />
