Technical Revisions <br />TR-51 was received by the Division on March 20, 2000, and deternned to be complete on Mazch <br />22, 2000. The revision application addressed post-mnung reclamation contours and <br />drainagelsediment controls for the East Portal azea and the railroad loop area. A supplemental <br />submittal of March 24, 2000, proposed reclassification of refuse area sedimentation ponds as <br />"treatment facilities". In a PAR (Preliminary Adequacy Review) letter of April 28, 2000, the <br />Division identified a number of adequacy issues pertaining to reclamation drainage/sediment <br />control for the East Portal Area and Rail Loop, and separately addressed items of concern regazding <br />existing and proposed demonstrations and designs for refuse area sediment ponds. Issues <br />concerning East Portal Area reclamation were subsequently broken out and addressed via TR-54. <br />Issues concerning Rail Loop reclamation and refuse area sediment ponds were not resolved. TR-51 <br />was formally withdrawn by the operator in a letter of December 4, 2001. <br />TR-52 was received by the Division on May 23, 2000, and determined to be complete on that <br />date. The application proposed construction of two ventilation shafts and upgrading/construction <br />of light use road to one of the proposed shaft sites. The Division issued a PAR letter on June 6, <br />2000, to which operator responded in a submittal of September 15, 2000. A proposed approval <br />decision was issued October 25, 2000. <br />TR-53 was received by the Division January 16, 2001, in.response to a DMG revision order <br />issued August 30, 2000. The application included revised maps with updated disturbed azea <br />delineation, revised disturbed area tables, and provided amended design documentation for <br />numerous small area exemption locations. The revision was deemed complete on January 2b, <br />2001. A PAR letter was issued by DMG on February 21, 2001, to which the operator responded <br />in a ]etter dated Apri14, 2001. A proposed approval decision was issued April 17, 2001. <br />TR-54 was received by the Division on January 31, 2001, with supplementa] information <br />submitted by letter of February 8, 2001. The application was deemed complete on February 20, <br />2001. The application addressed East Portal Area reclamation grading, and drainage and <br />sediment control designs for the final graded topography. These issues were initially addressed <br />along with other unrelated issues within the TR-51 application. East Portal Reclamation <br />modifications were addressed separately in TR-54 at the Division's request, in order to expedite <br />approval of the East Portal reclamation design. Operator's initial TR-54 submittal was a <br />response to adequacy comments specific to East Portal Area reclamation, included within the <br />Division's adequacy letter of November 22, 2000. Following a number of adequacy letters and <br />response submittals, a proposed approval decision was issued August 17, 2001. The East Portal <br />Area reclamation project was completed during the fall of 2001. <br />TR-55 was received by the Division on May 25, 2001, and deemed complete on June 4, 2001. <br />The application provided additional information regazding handling and storage of non-coal <br />waste, equipment and supplies.
