plan has also been developed to prevent sustained combustion of flammable
materials.(4.14.3(1)(a))
The Division proposes to approve the method and design specifications for
covering of acid-and toxic-forming materials in order to prevent leaching into
surface and ground water and to insure backfill stability.(4.14.3(2))
XI. Revegetation
A. The Division proposes to approve the use of introduced species in the reclamation
seed mix. The applicant has submitted information which shows that the
introduced species aze desirable and necessary to achieve the approved post-mining
land use, and are not poisonous or noxious. The introduced species is Winter rye,
which is included to act as a nurse crop until the perennial species become
established. (4.15.2(3))
B. The Division proposes to approve the use of straw mulch as a means to meet soil
stabilization requirements. The applicant proposes to use a interim seed mix (Table
2.05.4-4) for areas that will be temporarily revegetated. (4.15.4)
C. Methods to measure herbaceous cover and production, species diversity, and
woody plant density are discussed in section 2.05.4 of the permit. These
techniques include comparison of the reveoetated communities with extended
reference aeeas. The Division proposes to approve oFthesetechniques.(4.15.7(1))
D. Comparisons between reclaimed and undisturbed areas, in order to demonstrate
that success criteria of 4.15.8, 4.1.9, or 4.1.10 have been met, will be based on
the following:
For grassland aeeas, success will be demonstrated for cover and production when
the reclaimed area is at least 90 % of the reference area and meets the 90%
confidence interval using aone-sided T-test. No woody stem density standazd will
apply to grassland areas. Species diversity standards are 2 cool season grasses and
1 warm season grass comprising 5 to 30 percent of total live vegetative cover
excluding annual weeds. One perennial forb should compromise 5% of total live
vegetative cover excluding annual weeds.
For oak/pinyon areas, success will be demonstrated for cover and production when
the reclaimed area is at least 90 % of the reference area and meets the 90%
confidence interval using aone-sided T-test. The woody stem density standard is
500 stems per acre. Species diversity standards aze 2 cool season grasses and 1
warm season grass comprising 5 to 30 percent of total live vegetative cover
excluding annual weeds. One perennial forb should compromise 5% of total live
vegetative cover excluding annual weeds.
30
