The Division will require that each hole, well or other underground opening be <br />capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />A. The Division proposes to approve blasting at times other than those described in <br />the blasting schedule due to unavoidable hazazdous situations. (4.08.3(2)(b)(v) and <br />(4.os.4(z» <br />B. Blasts will use more than 5 pounds of explosives or blasting agent. Public notices <br />of blasting schedules are proposed in accordance with Rule 4.08.3. Surface <br />blasting activities will be conducted by appropriate personnel possessing <br />appropriate Federal and State certification. <br />C. Blasting will be conducted within 500 feet of an active underground mine. An <br />anticipated blast design will be submitted before surface blasting activities <br />commence. At least thirty days before initiation of blasting, written notification <br />will be provided to all residents or owners of dwellings or other structures located <br />within one-half mile of the permit area explaining how to request apre-blasting <br />survey. Blasting schedules will contain the information required, and be published <br />in accordance with the requirements of Rule 4.08.3. Blasting will be conducted in <br />accordance with Rule 4.08.4. <br />D. Blasts will use more than 5 pounds of explosives or blasting agent.
