<br />III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />The Division proposes to grant a small azea exemption from use of sediment <br />ponds due to the limited size of the azea and due to the fact that ponds and <br />treatment facilities are not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings will occur. The <br />small azeas to be exempted are topsoil piles located along the roads which will <br />be constructed at the site. (4.05.2(3)(b)(1)) <br />B. Diversions and Conveyance of Overland Flow <br />The Division does not approve of the use of an asphalt or concrete lining for a <br />permanent diversion. (4.05.3(2)) <br />C. Stream Channel Diversions <br />Riprap channel lining is proposed for use to control erosion. This method of <br />channel protection is proposed to be approved by the Division since it is <br />necessary to control erosion, it provides stability and will require infrequent <br />maintenance. (4.05.4(2)(a)) <br />The permanent diversions shall make use of aztiFicial structural controls in <br />order to allow it to remain in dynamic equilibrium with the drainage basin <br />system. The Division proposes to approve the use of such structures. <br />(4.05.4(4)(b)) <br />D. Sedimentation Ponds <br />The Division does not propose to approve the submittal of reports required by <br />Rule 4.05.6(13) on other than a quarterly basis. The report submittal shall be <br />quarterly. <br />2. Alternative design criteria and specifications have not been approved for use <br />in sediment pond design and/or construction at this time. However, complete <br />design information has not been submitted at all pond construction azeas. <br />Therefore, the following stipulations to the permit are necessary. (4.05.6(11)) <br />STIP #5 <br />BY NOVEMBER 1, 1997, LORENCITO COAL COMPANY WILL SUBMIT A <br />TECHNICAL REVISION TO THE PERMIT FOR PONDS 004, 006, 010, 011, <br />012, AND 013 TO ADEQUATELY RESPOND TO THE ISSUES OUTLL~lED IN <br />2z <br />
