<br />On April 28, 1997 the Division notified Greystone Development Consultants, that due to the <br />complexity of the permit application, the Division would extend the decision due date to July 2, <br />1997. <br />The Division forwazded appropriate sections of the revised permit materials to the Division of <br />Wildlife on April 29, 1997 and requested the DOW review the revised material to determine <br />whether their initial concerns had been adequately addressed by the applicant. <br />On May 16, 1997 the Division received comments by FAX from John Woodling of the Division <br />of Wildlife concerning water quality and potential effects to the aquatic biota of the Purgatoire <br />River and tributaries. The Division forwazded these comments to the applicant's representative, <br />Greystone Development Consultants, on May 19, 1997. <br />The Division provided a written response to the applicant's responses to the Division's first <br />adequacy letter. These remaining adequacy concerns were sent May 27, 1997 to Greystone <br />Development Consultants. Excluded from this response were remaining concerns on bonding <br />and questions related to the DOW issues, as comments were received from the DOW after <br />mailing the Division's second adequacy letter. The Division indicated that responses on bonding <br />and wildlife issues would be provided by June 5, 1997. <br />The DOW provided additional comments to the Division via a FAX from Chris Kloster of the <br />DOW on May 28, 1997. Initial concerns were further defined based on the site visit conducted in <br />April and internal DOW discussion. <br />On June 5, 1997, the Division forwarded a letter to the applicant's representative, Greystone <br />Development Consultants, identifying and focusing remaining concems with regard to wildlife <br />issues. Excluded from this letter were remaining concems on the reclamation cost estimate <br />proved by the applicant. The Division indicated that any remaining cost estimate concems would <br />be provided by June 13, 1997. <br />On June 13, 1997 the Division contacted the SHPO by phone to deternine if the SHPO was <br />satisfied with the progress to-date of the efforts by the applicant and the Division to complete the <br />process involved with cultural and historic resources. The applicant had concems that other <br />agencies, such as the OSM and the Advisory Council, were indicating some dissatisfaction with <br />the way that the efforts were proceeding. The SHPO indicated that everything was moving <br />forwazd to their satisfaction and that cleazance for some areas had already been provided in their <br />March 21, 1997 correspondence to the Division. The SHPO was satisfied with the proposed <br />treatment plan and was waiting for additional information on sites, as specified in the March 21 <br />correspondence. <br />On July 2, 1997, the applicant submitted additional cultural and historic resource information in <br />the form of two reports. The first report was specific to site SLA7186, titled The Jeff Place <br />(SLA7186): Report of Test Excavations National Register Evakeaiion and Treatment Plan, Las <br />Animas County, Colorado. The second report, titled Lorencito Canyon Mine: Preliminary <br />Report of 1997ArchaeoloeicallnvesticaLions. Las Animas Cowtty. Colorado, summarized [he <br />data collected for those additional sites which were previously identified as needing more data. <br />B <br />
