alluvial valley floor and, therefore, may not be wholly applicable
to necessary reclamation at the office site. CYCC needs to submit a
plan for the proper disposal of the Middle Creek office building and
restoration of the essential hydrologic function of the site.
Rill and Gully Mitigation Plan
The current mitigation plan for rills and gullies calls for the use
of barriers, check dams, netting or other similar treatment
including regrading to stabilize rills and gullies greater than nine
inches in depth. CYCC has had previous problems with rills and
gullies developing at the CYCC Mine No. 3 and has received Notices
of Violation for excessive erosion problems. CYCC is requested to
submit a rill and gully identification and stabilization plan. The
plan should include a springtime survey locating and identifying any
rills or gullies in need of remedial action on the property. The
plan should also specify remedial measures which will be taken and
timeframes in which the stabilization activities are to occur.
III.
