entry. The two pipes shall then be joined so that leakage does not occur. Sufficient slope shall
be provided to the entire length of pipe so that discharge to the outside of the block wall is
accomplished.
The coal mine waste will be placed into the now exposed mine. A rock plug or the concrete
materials generated from the cribbing area, will be used as a back stop within the mine in order
that the coal mine waste materials can be packed into the exposed mine. The backstop will be
constructed no less than ten feet (10') north of the edge of the roof opening excavated by
CONTRACTOR. The back stop will be sufficient in height and width so that the coal mine waste
placed against it can not flow around it. The coal mine waste materials will be mechanically
packed to refusal into the now open mine from the back stop to the block wall. However, care
must be taken so as to not damage the integrity of the block wall.
The remainder of the material will be deposited within the confines of the excavated cut in order to
create a stable landform and to achieve a modified drainage pattern at this location. The material
will be deposited in horizontal lifts of not more than two feet in thickness. Each lift shall be
thoroughly compacted by wheeled equipment. Each lift shall be spread so that the base of the
entire disposal area is covered. The face (south facing slope) of the each lift shall be no steeper
than 4h:1V.
Measurement and Payment
There will be no measurement for payment. Payment for this task will be reflected in a lump sum
bid under Item 1 on the Bid Schedule. This lump sum bid will cover all costs for soil salvage, mine
re-opening, excavation and placement of coal mine waste materials, removal and disposal of
cribbing materials, implementation of traffic control plan and other miscellaneous activities to be
accomplished under this Task. Payment shall be as this task is completed and approved by the
PROJECT MANAGER. Such payment shall be considered full compensation for all labor,
materials, equipment and all other items necessary and incidental to the completion of Task 1.
TASK 2 TOPSOIL SALVAGE AND APPLICATION
Topsoil or topsoil substitute will be salvaged from the coal mine waste disposal area prior to
initiating disposal activities. It is anticipated that a minimum of eight inches (S") of surface material
will be excavated and removed from the footprint and sides of the disposal area. Soil shall be
salvaged from anywhere within the disposal area where the coal mine waste materials will be in
contact with the ground surface. This material, along with the material excavated when the mine
roof is removed, will be placed to the side for later use. CONTRACTOR must take care to not
further disturb the soil until it is ready for replacement.
Upon completion of placement of the coal mine waste materials, the salvaged topsoil will be
placed upon the coal mine waste so that the waste is completely and uniformly covered by all of
the available topsoil material. Upon completion of the topsoil application, two (2) tons of certified
weed free mulch shall be applied to the soil surface.
Mulch shall be provided by CONTRACTOR, and shall conform to Section 20.2 of the Revegetation
Specifications, attached. All mulch shall be certified as noxious weed free or noxious weed seed
free by any authorized State or County Officer. Documentation of certification shall be provided to
the PROJECT MANAGER Dior to application of mulch. The mulch shall be evenly distributed
over the soil surface. Surface roughening will occur simultaneously with distribution of the weed
free mulch in order to prevent loss of the mulch due to wind.
