David Bowden, Canon City Fire Dept., copy attached. <br />Also attached is MSDS for product "AC-20" <br />SUMMARY OF COMMUNICATION: <br />7/14/95, 13:00 - I telephoned Capt. Bowden ((719) 275-8666) as a follow-up to incident <br />report of dumping in "pit" landfill. Capt. Bowden indicated that a Fremont County Deputy <br />Sheriff had requested the Canon City Fire Dept. to respond to what he observed to be a <br />potentially illegal hazardous waste disposal. Canon City Fire Dept. was dispatched to <br />Fremont Paving and Readimix site near the Brookside Community in Fremont County, <br />When they arrived they observed a 3500 gallon truck discharging a liquid into a "pit type" <br />landfill. The workers indicated that they had to discharge approximately 300 gallons of "AC- <br />20" because the truck had a broken valve which needed to be replaced. <br />They further indicated that they had permission from the "Bureau of Land Reclamation" to <br />dump waste materials into the pit. Capt. Bowden indicated that the pit was most often used <br />to dispose of cement truck wash out materials. Further in our discussion, Capt. Bowden <br />indicated that road-base materials were mined and processed at the site. Given this <br />information, I asked Capt. Bowden if it was possible that when the workers stated that they <br />had permission to dump materials on-site from the "Bureau of Land Reclamation,' they <br />might have said the Mined Land Reclamation Board. He indicated that sounded familiar <br />and was quite possibly what they had said. <br />Capt. Bowden then said that the Canon City Fire Dept. assessed the situation and did not <br />feel that it required a hazardous materials response, so they left the site. Capt. Bowden also <br />informed me that the site was outside of the area of jurisdiction of the Canon City Fire <br />Dept., because of this he informed the Deputy Sheriff that his office should follow-up on <br />this incident and verify that what the Fremont Paving and Readimix employees had said, <br />specifically that they should verify that they did have a permit to dump materials at the site. <br />Capt. Bowden then gave the name and telephone number for the Fremont County Sheriff; <br />Dale Rea, (719) 275-2000. <br />7/21/95, 8:35 - I telephoned the Fremont County Sheriff's office and was told that Sheriff <br />Rea was out of the office and that the Undersheriff Robert Thurman would call me back. <br />7/28/95, 9:50 - i telephoned the Fremont Count Sheriff s office and spoke with Undersheriff <br />Robert Thurman. Undersheriff Thurman indicated that it was his understanding that the <br />Canon City Fire Dept. was going to follow-up on this incident and obtain a copy of the <br />
