Box 2905 <br />Durango, Colorado 81301 <br />Dear Mr. Gosche: <br />Pursuant to Rule 1.08,3 of the Rules and Regulations, the Division is to <br />"Review each permit issued and outstanding under these rules, not later than <br />the middle of the permit term." After this midterm review, the Division may <br />require revisions or modifications to the permit to insure continued permit <br />compliance and to reflect the current status of the mine. Additionally, <br />pursuant to Rule 3.02.2(4), the Division is to "Review the amount of the bond <br />required for the permit area ... at the time permit reviews are conducted <br />under 2.08.3." The current King Coal Mine permit (Renewal No. 1) was issued <br />August 18, 1987, fora five year term. Therefore, the midterm of this permit <br />is February 18, 1990, <br />During the course of our review, we have reviewed the permit application, <br />adequacy letters and responses, the renewal findings document, revisions to <br />the permit, monitoring reports, inspection reports and enforcement actions, <br />and reclamation cost estimates. <br />The enclosed document is the Division's Midterm Review for the King_ Coal <br />Mine. The review contains four sections: <br />Section I - History <br />Section II - Revisions to the Permit <br />Section III - Permit Variances and Exemptions <br />Section IV - Decision to Require Revisions <br />Section IV identifies a number <br />April 16, 1990.
