GEC's mass balance calculations and postmining topography map must reflect the <br />removal and placement of any excess material from Stockpile No. 1. It is <br />understood that the Division recommends the material be placed in the West <br />Pit; however, GEC would like the opportunity to review the survey and mass <br />balance calculations in an effort to discover an acceptable alternative to the <br />Stockpile No. 1 problem that would be less of an economic hardship for GEC. <br />4. The reclamation schedule submitted by GEC must be area and activity <br />specific meaning the work in each area must be described according to the <br />discrete activities needed to complete reclamation of the respective areas. <br />5. GEC should begin working with Dorchester Coal Company to develop a <br />reclamation plan for the East Pit utilizing Dorchester's coal processing <br />waste. The plan must reflect the mass balance calculations and postmining <br />topography based on the use of the coal processing waste. However, GEC is <br />obligated to reclaim the East Pit, therefore an alternative reclamation plan <br />must also be submitted that does not include the use of coal processing <br />waste. The alternative plan must be used in the event the East Pit is not <br />used for the deposition of Dorchester's coal processing waste. <br />6. If Dorchester wants to include GEC's Tipple Area and Haul Road A in <br />their permit, a technical revision application must be submitted for the <br />Division to consider inclusion of these areas in Dorchester's permit. <br />Otherwise, GEC must begin reclaiming these areas at the appropriate time <br />established in the reclamation schedule. <br />7. GEC must continue to maintain the site as described in the April 11, <br />1984 letter. <br />These conditions were taken from your letter of April 24, 1984, subject to the <br />changes we agreed upon during our meeting before the hearing and to changes <br />made by the Board. <br />I'd like to reiterate my commitment to meet with you or your consultants in <br />the near future. I believe that such a meeting would be mutually beneficial <br />toward assembling an acceptable reclamation plan and schedule in June. I <br />would also like to ask you to inform us as to the arrival of the bulldozer to <br />begin reclamation of the West pit at the GEC Strip Mine. <br />If you have any questions, please contact Sandy Emrich or me. <br />Sinc ely, <br />Edward L.
