III IIIIIIIIIIIIIIII
999
DEPARTMENT OF NATURAL RESOURCES
David H. Getches Executive Director
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
Richard D. Lemur
Governor
Z4
April ffi, 1984
Mr. Steve Layton
GEC Minerals, Inc.
P.O. Box 263
Independence, Kansas 67301
Re: Mined Land Reclamation Board Decision Concerning GEC Reclamation Plan;
April 26, 1984
Dear Mr. Layton:
This letter will confirm my understanding of the Mined Land Reclamation
Board's decision today concerning reclamation of the GEC Strip Mine. Piease
note that this is only my interpretation. A copy of the Board's decision will
be forwarded to you when the minutes of the April meeting are prepared.
My notes indicate that the Board voted to continue the hearing until June 28,
1984 subject to a progress report for the Board on May 24, 1984 and the
following conditions.
1. GEC has secured a 1977 D-8 bulldozer which is currently located in
Magnolia, Arkansas. The necessary arrangements must be made to transport the
bulldozer to Colorado and begin backfilling the West Pit no later than May 23,
1984.
2. Concurrent with the backfilling of the West Pit, GEC must conduct a
survey of the mine area for the purpose of calculating the final postmining
topography and completing a reclamation schedule for the area. The survey
must include Stockpiles No. 1 and No. 2 along with the East and West pits.
GEC must begin soliciting bids for the survey immediately and have a report of
the progress of the survey prepared for the May 24, 1984 Board meeting. The
mass balance calculations, a final postmining topography map and a reclamation
schedule must be submitted to the Division by June 22, 1984.
3. GEC understands that current obligations require Stockpile No. 1 be
reclaimed to the configuration per Map 23 of the permit application.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
