<br /> <br />Memo - Mike Long - 2 - October 4, 1989 <br />7. There are two cross section location lines (A-A' and E-E') on the <br />base map. A-A' has 21 cross section locations on it. Only cross <br />section 6, 7, 8, 9, 10, 11, 12, and 15 are included and on graph <br />paper. Cross sections 16, 17, 18, and 19 are not on graph paper <br />so it is hard to tell what the actual post mining topography will <br />be. Cross section 13 and 14 were delivered to us as mirror images <br />(someone must have turned them around in the copy machine). E-E' <br />has six cross section locations on it.; only cross sections 4, 5, <br />and 6 are included. <br />8. No legend or key is included with the cross sections so <br />interpretation is difficult. <br />9. Cross sections do not extend out far enough on Center Ridge or far <br />enough on the east highwall to determine what the final topography <br />and disposition of highwalls will be. <br />10. The Post Reclamation Topography map indicates that Overburden Pile <br />No. 1 will be left with 2h:ly slopes. The topsoiled initial cast <br />spoil pile is showing severe gullying on 3h:ly slopes. From this <br />experience, we should accept no slopes steeper than 3h:ly unless <br />they are in heavily riprapped, designed channels. <br />11. The plan referred to channel designs submitted to the Division on <br />January 28, 1987. The Division found significant problems with the <br />January 28, 1987 plan including: <br />a. Cross sections which did not extend out far enough. <br />b. Cuts and fills not balancing. <br />c. 2h:ly slopes left as final topography. <br />d. No commitments for topsoil salvage, total volumes salvaged <br />or depth of replacement. <br />e. No commitment to complete reduction of highwalls on site. <br />I have included a copy of the adequacy rzview memos of February 10 and 18, <br />1987 for your use.
