BANTA, Director <br />DATE: October 4, 1989 <br />T0: Mike Long ^ ~~ <br />FROM: Carl Moun(~ <br />RE: Status of GEC 'Settlement Reclamation Plan' <br />Subsequent to our meeting of July 10, 1989 with Dean Massey (GEC attorney), <br />Larry Allen (GEC attorney), Ralph Carestia (contractor), and Frank Johnson <br />(attorney general office) GEC submitted a 'settlement reclamation plan'. The <br />plan arrived at our offices on August 2, 1989. Several deficiencies in this <br />plan have been identified as follows: <br />1. The 'Mass Balance Review' in the cover letter has a 130,500 yard <br />cut and fill discrepancy. The description of backfilling for both <br />the East pit and the Orphan pit totals 313,500 or 324,500 cubic <br />yards (depending) whereas it is stated in the last paragraph "It <br />is hoped that moving and emplacement of these approximately 455,000 <br />cubic yards...". Oean Massey and Larry Allen indicated to us on <br />July 10, 1989 that about 405,000 cubic yards would be moved. <br />2. The base map (dated January 16, 1987 and revised February 9, 1987) <br />shows postmining topography and location of cross sections. The <br />location line was copied so poorly that it could not be determined <br />where cross sections were located until the end points of the line <br />were connected and cross section locations drawn in. <br />3. Many topographic lines on the base map are missing so it is hard <br />to verify accuracy of cross sections and slope angles. <br />4. No pre-reclamation topography map is included in the package so it <br />is impossible to verify where cuts and fills will occur.' <br />5. The only cross sections included are for the East pit; there are <br />none for Overburden Pile No. 1 or the Orphan pit. <br />6. There is no commitment for fixing the gullies eroded into the west <br />slope of the initial cast spoil pile (to the northeast of <br />Overburden Pile No. 1 ). <br />215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
