Section I -History of Site <br />The Edna Mine is located in Routt County approximately five miles northwest of Oak <br />Creek. The permit area covers 3428.5 acres of which 1292.9 acres were affected. Mining <br />ceased in December, 1995 and final reclamation of the Edna Mine occurred in 1996. In <br />1996, the permanent revegetation seed mix was planted on 424.4 total acres which <br />included the Moffat Area (150.5 acres), facilities and haul roads (88.3 acres), and the <br />West Ridge Area (185.6 acres). As stated in the P&M 1997 Annual Reclamation Report <br />submitted to DMG on January 30, 1998, the bond liability period for those areas <br />reclaimed in 1996 began on January 1, 1997. The total acreage seeded by P&IvI at the <br />Edna Mine was 1111.1 acres. Retained roads and facilities cover 76 acres and 105.8 <br />acres of land considered affected was never disturbed. <br />Facilities and structures approved for final retention to support alivestock/ranching <br />operation, the post mining land use, include: the [tuck bam, bath house and <br />shop/maintenance building in the upper facility area; the Center Ridge Pond, the West <br />Ridge Pond, the south collection ditch and the Moffat Pond. Skyline Drive, the West <br />Ridge Road, the Lower Moffat Road and the North Access Road have been approved as <br />permanent roads. Along the Oak Creek drainage, the Goat Trail and lower facility area <br />are considered commercial property. The lower facility area will be used by a local <br />utility company for equipment storage. The hillslope and Goat Trail will be used for <br />construction, access and maintenance of power transmission lines. <br />The surface a~d ownership is predominantly private with 344 acres of Federal land <br />adrninistered~he Bureau of Land Management (BLM). Coal resources are also mostly <br />privately held with 358 acres of Federal coal leased by the BLM. <br />The initial permit, Permit No. C-80-001, was issued on November 16, 1981. This permit <br />has been renewed every five years since then. On Mazch 8, 1996 P&M Coal Company <br />submitted Permit Renewal Application No. 3 for the fourth five-year permit term. The <br />permit renewal was issued on October 16, 1997 with one stipulation. The fourth permit <br />term will expire on November 16, 2001. <br />Since P&M Coal Company submitted their last permit renewal, the following minor <br />revisions (MR) and technical revisions (TR) have been approved for Permit No. C-80- <br />OOI. <br />MR-36 Permitted acreage numbers were revised and updated. Approved <br />May 21, 1998. <br />MR-37 The surface and mineral ownership information and maps were <br />updated. Approved October 14, 1998. <br />TR-37 Support facilities were approved for permanent retention and <br />include the upper shop/maintenance building, the truck barn and <br />bath house.
