Wastewater Treatment Facility Descriptlon: (Cont.) <br />The specific treatment system had not been indicated at the time of the <br />permit application. At the time when a particular treatment system has <br />been determined, the permittee will need to notify the Division <br />regarding an updated revision or an amendment to this rationale <br />indicating which specific treatment systems were selected. Discharge <br />point 001 is from the final treatment plant unit and prior to entering <br />Gregory Gulch. Flow measurement is proposed to be done with a flow <br />meter at the pipe following the wastewater treatment plant; the <br />proposed capacity of this meter is from zero to 2000 gpm. As indicated <br />in the permit application, a certified operator (Jack Barker, who lives <br />in Georgetown) is being contracted to operate the wastewater treatment <br />system. Operator certification is required for this facility. <br />V. PERFORMANCE HISTORY <br />A. Monitoring Data <br />1. Discharge Monitoring. Renozts: This is a new facility, thus no <br />treated effluent monitoring data is available. However, analyses <br />of the untreated mine dewatering source has been submitted for <br />inorganic and metal parameters; these results are in the permit <br />file with the permit application submittals. This untreated mine <br />water data indicates that the mane water probably contains levels <br />abo~/e tha segment i3 water quality standards for the fcllowing <br />parameters: pi-I, dissolved cadmium, dissclved copper, total <br />recoverable iru~~, dissolved lead, total recoverable manganese, <br />total mercury, dissolved silver, and dissolved zinc. Thus, <br />treatment of the mine water at this facility is necessary to meet <br />the permit limits. Also, see the discussion foilowing in Part <br />VI.B.4.a (page 8) of this rationale, which summarizes the mine <br />water analysis. <br />2. State Samolin~: Since this is a new facility, there are no state <br />sampling results available for this site. <br />`.'I. TERMS AND CONDITIONS OF PERMIT <br />A. Effluent Limitations <br />In developing suitable effluent limitations, the Division must review <br />all applicable standards and regulations and apply that which is more <br />stringent. This review includes, but is not limited to, the water <br />quality standard based effluent limitations, federal guidelines and <br />standards (40 CFR Subchapter N) and State Effluent Regulations <br />(10.1.0). Such a review has been done for this facility. The <br />following limits will apply and are discussed following Table VI-1. <br />
