~. production would be limited until year two or three due to the
present lack of surface facilities. Blue Flame would either
have to obtain new contracts for their coal or compete for the
• current contract requirements which Ring Coal now supplies. It
is assumed that if Blue Flame is the successful bidder National
King Coal would have to reorient their operations to other
locations. Mine life for Blue Flame would be approximately 8
to 10 years based on the amount of recoverable coal at the
specified level of production.
Blue Flame would be required to construct a tipple, office,
warehouse, bath house, scale, and a septic tank and drain
field, and a water impoundment structure. Additionally, the
electrical transmission system, mine portals, and access road
would require upgrading.
The anticipated level of production
two (2) continuous miner units, one
unit-shifts per week, the other pro.
week. An additional 8 to 10 employees would be required
at full production of 150,000 tons per year to operate an
additional production shift. It is anticipated that by Blue
Flame acquiring the lease National King Coal would be forced to
reorient their operations to one or all of several other
• locations,
Since the Blue Flame operation is assumed to be the same size
and type as the National King Coal operation the associated
payroll and tax revenue estimates are also assumed to be
similar.
B. Alternative 1 -Lease the Tract- National Kina Coal Scenario
Impacts under this scenario would be the same as those in the
Blue Flame scenario with exception of the following:
WILDLIFE
National King Coal would not be required to submit the one-time
contribution to USFWS for water depletion from the Colorado
River system because they have already made their contribution
on the basis of impoundment of approximately 0.7 acre-feet of
water annually.
SOCIOECONOMICS
National King Coal would begin production within the first year
•
16
