The lessee shall remit to the USFWS, prior to lease <br />issuance, the total one-time contribution which is <br />estimated to be $1.10. The estimate of $1.10 was <br />calculated using a maximum estimate of 0.106 acre-feet for <br />the mining operation described at the current valuation of <br />$10.41 per acre-foot. Although the USFWS currently uses <br />the $10.41 per acre-foot valuation in calculating the <br />payments; the figure is adjusted annually for inflation. <br />2. As part of the Permit Application Package, the lessee <br />shall furnish to the Regulatory Officer at the OSNIItE, an <br />estimate of the average annual water depletion resulting <br />from the proposed action. The remainder of any additional <br />required contribution will be determined by USFWS, using <br />the procedures described above. Arrangement for receiving <br />the remitted funds from the lessee will be coordinated <br />directly with the lessee by the permitting entity. These <br />funds must be provided to the USFWS prior to permit <br />approval. Failure or refusal to remit any remainder of <br />• the contribution will result in the withdrawal of any <br />previous issued lease(s) or approval authorization. <br />LAND USE AND TRANSPORTATION <br />The proposed action would facilitate development of coal on <br />193.08 acres of federal coal. Development of the coal would <br />diminish federal interest in these lands with a corresponding <br />economic return in the form of production royalties. <br />With a production rate of approximately 110,000 to 165,000 tons <br />per year, there will be an estimated 23 to 28 coal trucks <br />(20-25 ton trucks) travelling county roads and highways each <br />day for approximately 240 days of the year. Truck traffic will <br />cause deterioration of county roads and highways. State and <br />County laws concerning road and highway use must be met by the <br />applicant. The projected production from the Blue Flame mine <br />is identical to that of the current National King Coal mine. <br />Therefore, there would be no additional impacts associated with <br />transportation. <br />If Blue Flame were the successful bidder, development work to <br />• gain access to the tract would begin in year one; but, <br />15 <br />
