Reconstruction of the drainage between Phase III and Phase IV will need study and cazeful <br />design, but the hydrologic modeling was already done during the 1989 amendment. <br />2. There are possible minor problems with geotechnical stability in the hole, but at this time it <br />is not considered a serious problem due to the gradual dip angle of the bedding planes. <br />3. A backfill deficiency may exist for the hole <br />considered to be a solvable problem. <br />ADVANTAGES TO THE COMMUNITY: <br />This will need more study, but it is <br />1. Most of the most visually sensitive lands would remain undisturbed (views from Williams <br />Canyon, Cave of the Winds, and Cedar Heights, in particulaz; from Crystal Hills the impacts <br />will be greatly reduced). <br />2. Benching may be greatly reduced or even eliminated. <br />3. All visual reclamation would be completed prior to the operation being completed, so the <br />company will still be present to implement maintenance. <br />4. Most of the future rack to be mined would come from land that is not visible. <br />5. There is no loss of enhanced reclamation planning efforts by MRAC and Castle Concrete. <br />The negotiated enhanced reclamation plans would simply be incorporated in the quarry plan <br />changes. <br />July 1, 1993 <br />
