-'- <br />Upon notification by the Division of this application deficiency, Peabody analyzed <br />for those parameters and submitted the data to the Division. This data indicates <br />no suspect levels for any of the parameters (see Appendix A to this document). In <br />order for the application to be adequate, however, Peabody must include a thorough <br />analysis of this data relative to any potentially acid or toxic properties of the <br />overburden. To be in compliance with Rule 2.04.6, the following stipulation is <br />necessary: <br />SENECA COALS LTD. MUST SUPPLY OVERBURDEN ANAL]'SIS WITHIN 60 DAYS AFTER PERMIT <br />ISSUANCE FOR THE FOLLOWING PARAMETERS FOR DRILL HOLES REPRESENTATIVE OF THE <br />ENTIRE PERMIT AREA AND DESCRIBE THE EFFECT OF THESE ANALYSES UPON THOSE ALREADY <br />INCLUDED IN THE APPLICATION: <br />A) TOTAL COMBUSTIBLE SOLIDS <br />B) TOTAL NON-COMBUSTIBLE SOLIDS <br />C) ARSENIC (As) <br />D) BARIUM (Ba) <br />E) TOTAL CARBONATE (C3-2) <br />F) CHLORIDE (CI) <br />G) FLUORIDE (F) <br />H) MAGNESIUM (Mg) <br />I) POTASSIUM (K) <br />J) SULFUR: a PYRITIC-SULFUR <br />~ SULFATE-SULFUR <br />$ ORGANIC-SULFUR <br />Upon acceptance of these stipulations, the applicant will be in compliance with <br />2.04.5 and 2.04.6. <br />V. HYDROLOGY - SURFACE WATER <br />The Seneca II mine is located within the drainages of Little Grassy Creek, Grassy <br />Creek, and two unnamed tributaries of Fish Creek. These drainages are part of <br />the Yampa River Basin in northwest Colorado, which Ii es within the Upper Colorado <br />River Basin. Fish Creek lies approximately 4 miles East of the Seneca .II mine. <br />Less than 1.22 square miles of Fish Creek Basin, approximately 1.5~ of the basin, <br />will be disturbed by mining. 3.1 square miles within the Grassy Creek Basin, <br />approximately 12.4 of the basin, will be disturbed. The entire area disturbed <br />by mining comprises 0.3~ of the Yampa River Basin. A complete description of the <br />hydrology is found in Volume III, Tab 7 of the application. <br />WATER QUALITY <br />Water quality data from the Fish Creek monitoring stations is tabulated in the <br />application. <br />
