-4-
Fourteen holes have been dri_'Ied and cored by the applicant to determine the chemical
characteristics of the underburden and overburden. Mitigation of zones with high
clay content, low pH, low acid-base potentials and high nickel concentrations will
be by overburden mixing and chemical amendments.
The application contains all required maps and cross-sections describing the geology
of the permit area. However, the top of coal contour, overburden isopach and coal
isopach maps do not include information on the Lennox seam. Peabody Coal Company has
mined most of this seam with a small remaining portion planned to be mined later this
year. Exhibits 6-1 and 6-2 indicate different locations for the outcrop of the
Lennox seam. The information requested in the following stipulation is necessary
for a finding of compliance with Rule 2.04.6(1)(a):
THE OPERATOR WILL PROVIDE, WITHIN 30 DAYS OF PERMIT ISSUANCE, INFORMATION ON
THE LENNOX SEAM AS FOLLOWS:
A) INDICATE THE OUTCROP LINE OF THE LENNOX SEAM ON EXHIBIT 6-9;
B) INDICATE THE COVER OVER THE LENNOX AT INTERVALS ALONC THE MINING LINE
ON EXHIBIT 6-10;
C) INDICATE THE SEAM THICKNESS OF THE I,ENNOX AT INTERVALS ALONG THE
MINING LINE ON EXHIBIT 6-11: AND
D) CORRECT THE DIFFERENCE IN LENNOX OUTCROP LINES SHOWN ON EXNZB ITS
6-1 AND 6-2.
In the original permit application submitted, drill cores were chemically evaluated
to characterize the nature of the overburden at the mine site. The following 10
parameters, required by the Division, were not analyzed:
1. Total combustible solids
2. Total non-combustible solids
3. Arsenic (As)
4. Barium (B a)
5. Total carbonate (C3-Z)
6. Chloride (C1)
7. Fluoride (F)
8. Magnesium (Mg)
9. Potassium (K)
I0. Sulfur: ~Puritic-sulfur
~ Sulfate-sulfur
% Organic-sulfur
