-4- <br />Fourteen holes have been dri_'Ied and cored by the applicant to determine the chemical <br />characteristics of the underburden and overburden. Mitigation of zones with high <br />clay content, low pH, low acid-base potentials and high nickel concentrations will <br />be by overburden mixing and chemical amendments. <br />The application contains all required maps and cross-sections describing the geology <br />of the permit area. However, the top of coal contour, overburden isopach and coal <br />isopach maps do not include information on the Lennox seam. Peabody Coal Company has <br />mined most of this seam with a small remaining portion planned to be mined later this <br />year. Exhibits 6-1 and 6-2 indicate different locations for the outcrop of the <br />Lennox seam. The information requested in the following stipulation is necessary <br />for a finding of compliance with Rule 2.04.6(1)(a): <br />THE OPERATOR WILL PROVIDE, WITHIN 30 DAYS OF PERMIT ISSUANCE, INFORMATION ON <br />THE LENNOX SEAM AS FOLLOWS: <br />A) INDICATE THE OUTCROP LINE OF THE LENNOX SEAM ON EXHIBIT 6-9; <br />B) INDICATE THE COVER OVER THE LENNOX AT INTERVALS ALONC THE MINING LINE <br />ON EXHIBIT 6-10; <br />C) INDICATE THE SEAM THICKNESS OF THE I,ENNOX AT INTERVALS ALONG THE <br />MINING LINE ON EXHIBIT 6-11: AND <br />D) CORRECT THE DIFFERENCE IN LENNOX OUTCROP LINES SHOWN ON EXNZB ITS <br />6-1 AND 6-2. <br />In the original permit application submitted, drill cores were chemically evaluated <br />to characterize the nature of the overburden at the mine site. The following 10 <br />parameters, required by the Division, were not analyzed: <br />1. Total combustible solids <br />2. Total non-combustible solids <br />3. Arsenic (As) <br />4. Barium (B a) <br />5. Total carbonate (C3-Z) <br />6. Chloride (C1) <br />7. Fluoride (F) <br />8. Magnesium (Mg) <br />9. Potassium (K) <br />I0.
